Focusing on safety performance and hidden danger investigation, Hebei Xinda Steel Group has launched lean safety training!

Introduction

In order to further strengthen lean safety management, promote the lean safety concept, enhance the safety awareness and risk prevention and control capabilities of all staff, effectively prevent all kinds of safety accidents, and ensure the safety of employees' lives and the stability of enterprise production, recently, Hebei Xinda Steel Group Co., Ltd. organized and carried out a special lean safety training. First-level supervisors, key section chiefs of each unit, full-time and part-time safety management personnel from departments and sub-factories attended the training.

Safety performance of duties and hidden danger investigation

The training was conducted by Qu Aihua, the project director of Lean Safety Management Consulting at Beijing Zhiweixian Project Management Consulting Co., LTD. The theme of the training was "How Section Chiefs Manage Safety and Four-Level Hidden Danger Investigation and Governance", focusing on how workshop directors and section chiefs manage safety. It was carried out from three aspects: creating an atmosphere, designing paths, and continuous improvement.

At the beginning of the training, the instructor briefly reviewed the previous training content, including the safety position (one thought, two questions, six observations, and three confirmations), the "4+6" model pre-shift meeting, the role and responsibilities of the on-duty safety officer, the "three-in-one" presentation method, and the three-minute safety sharing, etc. This helped the trainees review the past and gain new insights, laying a solid foundation for the learning of the training content this time.

During the training session, the instructor elaborated in depth on the key points of safety performance by workshop directors/section chiefs, emphasizing that safety performance by workshop directors/section chiefs is equivalent to CAPD+ three types of control. CAPD involves inspecting potential hazards on site, classifying and analyzing the identified hazards, identifying duplicate and key items, clarifying goals - formulating measures - making improvements, and promoting the implementation of measures through training. The three types of control include the hidden danger investigation and management mechanism, the control of workshop hazard sources, the control of unconventional operations, and the improvement of employees' operation skills.

Regarding the investigation and management of potential hazards, the lecturer elaborated in detail on the differences between "hazard inspection" and "hazard management". Hidden danger inspections are in a passive state, mostly conducted by superior safety officers or by teams, and they only stop at "rectification". The implementation procedure is inspection - correction - rectification - assessment. Hidden danger management is the responsibility of the managers. They organize the people who know the site best to identify hidden dangers at the first time. While correcting and rectifying them, they analyze the causes and take targeted management measures to prevent the recurrence of hidden dangers. The implementation procedure is CAPD - Effective Control - Continuous improvement. At the same time, the "three-step" approach to hidden danger investigation and management was also introduced, namely, establishing an autonomous inspection system; Rectify first, then conduct statistics, and identify problems through classified analysis. Focus on key points, set goals, and formulate measures for further training.

In terms of risk classification and control, the lecturer explained three tools for risk control at the workshop level. Tool One is the "One Point, One Table" for major and above-level hazard sources (or workshop risk points). It is necessary to determine the major and above-level hazard sources or workshop risk points in this workshop, clarify the "key parts" and "key parameters", draw a structural diagram, formulate a checklist, and implement daily control in accordance with the "Four Fixed Principles". Tool Two is the "Daily Control Record Book for Unconventional Operations", which requires listing the common unconventional operations in this workshop, designing relevant records, implementing approval procedures for special operations, and using the "three-in-one" work method when arranging operations and keeping records on file. Tool Three is the "Position Employee Quality and Ability Matrix Table", which is used to quantitatively assess the professional quality and ability of position employees, providing demand and support for position training and employee self-training.

During the training, the instructor also analyzed multiple cases, enabling the trainees to understand and master the relevant knowledge and methods more intuitively. In addition, the lecturer put forward requirements on how to become a workshop director/section chief with lean thinking, emphasizing the need to observe the employees' work behaviors and production processes on the spot. By careful observation and identifying problems, use 5WHY to find the root cause of the problem; In response to the problems existing in the team, first reflect on one's own management. The countermeasures and measures for solving the problem adopt the 5W2H method. Establish a mindset of continuous improvement; Learning and improving methods and tools; Focus on the attempted incidents shared by employees and analyze them carefully.

Conclusion

Take the CAPD cycle as the guideline to provide a path for hidden danger management. By relying on three levels of tools, risk management and control can be carried out in an orderly manner. All Xinda people should always be vigilant about safety with a sense of responsibility that they "can never let their guard down", and promote continuous improvement with the execution ability that "everything is implemented in place".
